Twelve of the 19 families of the Hotshot firefighters killed in the Yarnell, Ariz., wildfire in July plan to sue state and local governments for $237 million. But the families say they are offering a deal: a smaller settlement in exchange for stricter safety standards and funding for new equipment, training and firefighter education.
